 LWVJoCo’s DEI Initiative Moves Forward to Next Step 
 
Two years ago, Mary Lou Jaramillo and Dr. Ann Sanders became LWVJoCo’s first DEI co-chairs, a new board-level position, and accepted LWVUS’ challenge to every local and state league to launch a diversity, equity and inclusion (DEI) Initiative. Together, they designed and implemented Phase 1 through a careful process using the “leaders of leaders” training model. 
 
In June, the board approved a plan to guide us through Phase 2. The 12-person Phase 2 Planning Team created a framework to help us embed DEI principles and actions in every committee and aspect of LWVJoCo. The plan addresses building awareness at the personal, interpersonal and institutional levels, and it includes several clearly defined goals on all three levels. The team made sure that each goal includes strategies to achieve the desired outcome and metrics to measure success. 
 
We all know that change doesn’t happen overnight. It takes commitment, planning and, most important, leadership. Two members of the Phase 2 planning team have stepped up to guide us and hold us accountable: Jeannine Linnane and Kay Heley.

Kay, who spent 30 years in public health and nursing, brings her experience as a longtime League member, elected official and community activist. Jeannine is a newer League member who provides a fresh perspective and vision for our organization. She is a former statehouse news reporter and works as a research specialist at law firm Jackson Lewis. Together, they are a dynamic team committed to making our League more representative of all voters. 
 
All change requires first and foremost simply making a start. We are grateful to Kay and Jeannine, Ann and Mary Lou, and the many other members who have contributed to our progress. 
 
But creating a culture of DEI in practice and principle throughout all levels of our organization requires a personal commitment from each of us. Be ready to take part in the many opportunities ahead.

Members Direct, Board Responds

 At the annual meeting in March, members gave the board “directions,” which the board discussed at its June meeting. Below is an update on where we are with each direction. You’ll see that our leaders and members continue to work hard to position the organization so that we can better serve all voters in Johnson and Wyandotte counties. 

Have other ideas or suggestions? Don’t wait until the next annual meeting. Your board welcomes feedback from members all year long.

Directions to the Board of Directors

 1. Review our position statements through a DEI lens (Mary Lou Jaramillo).

Status: This is part of the goals in LWVJoCo’s DEI Phase II Initiative, which the board passed at the June 13, 2021 meeting. Jeannine Linnane was appointed to be our on-board DEI co-chair and Kay Heley will serve as our off-board co-chair. The effort will begin with identifying LWVJoCo’s positions that are most relevant and in need of updating. 

 2. Find a way for every member of the League to make a commitment to or League’s DEI initiative (Dr. Ann Sanders).

Status: Building personal awareness and responsibility among members is a significant part of our DEI Phase II Initiative, which the board passed at the June 13, 2021 meeting. Jeannine Linnane and Kay Heley will serve as co-chairs of our DEI team.

 3. Consider how we make our meetings even more welcoming to new people (Kay Heley).

Status: Our DEI and Membership committees are exploring ways to make all of our events more inviting. 

 4. Determine how LWVJoCo can work with LWVK to counter legislative efforts to limit access to voting. Inform and encourage members to reach out to their elected Representatives and let them know you want them to vote against legislation that limits opportunities to vote. (Paula Schwach)

Status: In January 2021, we hosted a virtual workshop about how to advocate effectively, which included practical tips about contacting your elected offices. In May 2021, we hosted a virtual lunch-and-learn to educate people about how to express their views in the opinion pages of the newspaper. People can view both programs any time on our YouTube channel.

We’re also currently looking for volunteers to help create our advocacy strategy for this year. This strategy would include ways to alert members to important legislation and unified advocacy efforts. Please email Leslie Mark (ldmark61@gmail.com) if you would like to find out more. 

 5. Pick one item for lobbying each meeting. Give people a postcard with specific instructions (e.g. phone your rep at this number and give them messaging). Make it easy for people to give feedback to their leaders (Pat Martin)

 6. Make the link to join more prominent on website (Juliet Sinclair)

Status: Completed. “Join Now” is now prominently displayed on our website.

 7. Consider how to encourage those electronically challenged to participate. Consider having a pre-unit meeting, inviting people to come learn how to use Zoom (Pat Martin)

Status: In each calendar notice for virtual events, we are including a link to a tutorial about how to join a Zoom meeting from any device.

 8. Consider how to increase engagement in general (Leslie Mark)

Status: Increasing member engagement is part of the goals of several committees:

  • Membership, through new member orientations and mentors

  • Voter Registration, through opportunities to register voters

  • Communications, through publicizing LWVJoCo and partner events and opportunities to take action

  • Programs, through helping to execute and plan events and to make sure programs end with ways members can take action

The newly formed DEI and Advocacy committees also provide additional ways for members to get involved.

Charter Commission Update

The 2021 Charter Commission is currently meeting to examine the Johnson County Home Rule Charter for potential amendments. Voters enacted the Charter, which defines how our county government operates, in 2000. A review is required every ten years for possible revisions.  

The 2011 Charter Commission proposed no amendments to the Charter. However, a number of issues were raised that could be discussed again:

  • Partisan vs. non-partisan local elections

  • Appointed vs. elected positions

  • Reorganization of the sheriff’s department corrections department, and park police

  • The independence of boards, such as the library, parks and recreation and Mental Health

  • Increasing the number of county commissioners

  • Improving the efficiency and fiscal responsibility of county management

The third Charter Commission will report its recommendations, if any, to the Board of County Commissioners in February 2022 for presentation to the voters in the November 2022 election. 👀 LWVK Redistricting Videos: The People Powered Fair Maps team in Kansas spearheaded the making of three educational videos that cover gerrymandering and fair representation. Watch them on the LWVK YouTube page and then share them with five people. (Here’s a short tutorial that shows you how to share a YouTube video on your Facebook page.) 🗳️ Conversation with Election Commissioners: Nearly 80 people joined LWVJoCo’s recent program with Fred Sherman, Johnson County’s election commissioner, and Michael Abbott, Wyandotte County’s election commissioner. Both were open to finding new ways to engage voters. If you missed it, watch a recording of the workshop here.

✔️Legislative Recap: More than 50 people tuned on June 10 as we tried to debrief the 2020 Kansas legislative session. Some of the issues our esteemed panelists touched on included the status of LWVK's lawsuit challenging the anti-voter legislation that passed, funding of public schools and the failed attempt to require high school students to pass a civics class, efforts to pass Medicaid expansion, and many others.
